Chicago Tribune - September 8, 2010

Even as speculation swirls over who will lead Chicago in the post-Richard M. Daley era, the mayor's agenda for re-shaping the city rolls on.

Backing a request from Daley, the Chicago City Council today agreed to kick in up to $98 million in infrastructure costs for the long-dormant expanse of lakefront property that once housed the U.S. Steel South Works plant, according to Molly Sullivan, a spokeswoman for the city's Department of Community Development.

Meanwhile, Daley announced that the city is considering a tech park at the former Michael Reese Hospital campus, the Tribune's Clout Street blog reports.

The city demolished all but two buildings on the campus, which was co-planned and partly designed by Walter Gropius, founder of the Bauhaus school in Germany, to make way for an Olympic Village if Chicago won the bid to host the 2016 Summer Olympic Games.

Rio de Janeiro won the bid instead, leaving the future of the 37-acre South Side site in doubt.

Chicago developer Dan McCaffrey, together with U.S. Steel Corp., plans to transform the nearly-barren, almost 580-acre South Works site into a $4 billion minicity of high-rises aparments, town homes, parks, shops, offices and medical facilities that would be home to 150,000 people.

The proposal will involve issuing bonds that ultimately would be paid back with property taxes generated by the development. The money would pay for infrastructure, such as new streets, for the first phrase of the project, which is expected to get underway in 2013 after a relocation and widening of South Shore Drive is completed south of 79th Street.

The South Works master plan was designed by Skidmore, Owings & Merrill of Chicago along with Sasaki Associates of Massachusetts. The former steel plant has been shuttered since 1992.

Even as the real-estate boom has gone bust and the economy struggles to recover, Chicago's moving to address one of its greatest development opportunities.

Yes, the timing hardly could be worse. But the potential — wow, there is potential at the huge vacant tract on the city's South Side where the U.S. Steel South Works once operated.

A commercially viable development on this nearly 600-acre site would be a boon. Done responsibly, it would turn a neglected eyesore into something worthy of architect Daniel Burnham's vision for the lakefront.

Mayor Richard Daley recently asked the City Council to approve almost $100 million in bonds for roads and sewers that would be repaid through property taxes generated by the project. Yes, we're talking tax increment financing, which has been controversial — think West Loop. This site, however, is perfect for a TIF district.

It is mostly empty. There's little there but memories of an era when the steel industry put thousands of Chicagoans to work. But the site has a commanding view of downtown and the city's south lakefront, and a wide expanse of waterfront. This is pure opportunity.

Nothing much has happened here for years. Ideas have come and gone. So Chicagoans could be excused if they greet the new plan for a $400 million residential and commercial build-out with a great big yawn. Even the current proposal has been four years in negotiations.

Still, we're intrigued and encouraged. And relieved that the city will condition any infrastructure assistance on proof from the developers that their plans are financially viable.

Phase one of the plan by Chicago's McCaffery Interests, Inc., would build on 76 acres and wisely set aside 125 acres for public space. The entire shoreline would be open, connecting with Rainbow Beach & Park on the site's northern border at 79th Street. That parkland would serve as a magnet for construction around it.

Any development depends on infrastructure, and this site has practically none besides a portion partly developed years ago for a never-built manufacturing plant. Extending Lake Shore Drive southward would simply and effectively link the neighborhood by car to the rest of the city. Public transit options, not far away now, would need to be expanded.

McCaffery isn't counting on a casino or Navy Pier-esque tourist trap to draw traffic. Its plan for a city-run marina makes sense, however, since it takes advantage of the site's waterfront location and promises to lure upscale dollars.

The new South Chicago neighborhood should feel like, well, Chicago. It will pay heed to the industrial character and history, embodied in the imposing ore walls that once held raw materials for South Works steel furnaces. McCaffery intends to restore one of those walls as the centerpiece for a park.

The project still faces high hurdles. Any real estate development does these days. But the step forward by the city is welcome, particularly since the South Side lost the opportunities that would have come if Chicago had won the Olympic Games.

McCaffery wants to break ground in 2012 and build the site in phases. The ultimate goal: a city within the city, housing 150,000 people.

It's a bold dream. We hope the developers can pull it off.

Her parents were baptized by St. Patrick, with whom she developed a close friendship. According to legend, her father was Dubhthach, an Irish chieftain of Lienster, and her mother, Brocca, was a slave at his court. Even as a young girl she evinced an interest for a religious life and took the veil in her youth from St. Macaille at Croghan and probably was professed by St. Mel of Armagh, who is believed to have conferred abbatial authority on her.

She settled with seven of her virgins at the foot of Croghan Hill for a time and about the year 468, followed Mel to Meath. About the year 470 she founded a double monastery at Cill-Dara (Kildare) and was Abbess of the convent, the first in Ireland. The foundation developed into a center of learning and spirituality, and around it grew up the Cathedral city of Kildare. She founded a school of art at Kildare and its illuminated manuscripts became famous, notably the Book of Kildare, which was praised as one of the finest of all illuminated Irish manuscripts before its disappearance three centuries ago.

Brigid was one of the most remarkable women of her times, and despite the numerous legendary, extravagant, and even fantastic miracles attributed to her, there is no doubt that her extraordinary spirituality, boundless charity, and compassion for those in distress were real. She died at Kildare on February 1. The Mary of the Gael, she is buried at Downpatrick with St. Columba and St. Patrick, with whom she is the patron of Ireland. Her name is sometimes Bridget and Bride.
